Local notes

A hydroelectric license runs both lakes

Lake Shafer and Lake Freeman sit either side of Monticello in White County, and Freeman extends into Carroll County. The Norway and Oakdale dams made them. NIPSCO leased the dams from 1933 and bought them in 1944. It runs them as run of the river power plants, under a federal license issued on October 2, 2007 for a thirty year term.

01Who owns the lake bed at Lake Freeman and Lake Shafer?

A nonprofit formed in 1995 holds title to the ground under and around both lakes. Owners on the water hold a yearly shorefront license from it.

02What does it cost to put in a dock at Lake Freeman or Lake Shafer?

The form starts at $100 and rises with the scope of the work. That is separate from the yearly shorefront license. Both are separate again from what the contractor charges.

03Are these lakes drawn down for winter?

Not the way a flood control lake is. The federal license holds the forebay level inside a 2.4 inch range at Norway and a 3.5 inch range at Oakdale. The water line barely moves.
